Director
Charles (Chuck) Lequereux was appointed to the TNDC Board of Directors in 2025. He brings over four decades of experience in mining and trades, field operations, technical expertise, business development, with a deep connection to Tahltan Territory and a passion for contributing to the Nation.
Chuck began his career in mining, receiving equipment training that included air trac drilling and basic blasting. After gaining early experience on a blasting crew at Cassiar Asbestos, he transitioned to the autobody repair industry, where he worked for 26 years.
He later founded his own autobody and towing business, expanding operations to include two fully equipped collision repair shops in Telkwa and Houston, B.C. His services ranged from industrial sandblasting and heavy truck repair to full classic car restorations with custom airbrush work.
In 2004, Chuck joined TNDC as a heavy-duty mechanic apprentice. He embraced the opportunity and spent 17 years contributing to TNDC field projects and shop operations in Dease Lake, including roles in equipment rebuilding, painting and as assistant foreman, before retiring in 2021.
He is honoured to continue serving through his role on the TNDC Board of Directors.
Chuck is a member of the Goodzama family of the Wolf Clan.
Director
Jolene Hawkins (née Louie) was appointed to the TNDC Board of Directors in 2025. She brings over 25 years of leadership experience in education, community service and Indigenous economic development.
Jolene currently serves as Education Manager for the Iskut Band Council, overseeing elementary, secondary and post-secondary education programs. She also serves as a Board Director for the First Nations Education Steering Committee (FNESC) of British Columbia and as a School Board Trustee for Stikine School District No. 87.
She holds a Master of Business Administration (MBA) from the Beedie School of Business at Simon Fraser University, specializing in Indigenous Economic Development. Jolene recently completed the Certified Indigenous Human Resources Professional (CIHRP) Program with the Aboriginal Finance Officers Association (AFOA), further strengthening her expertise in human resources from an Indigenous worldview.
Grounded in the values of respect, reciprocity, humility, and honesty, Jolene approaches her role with a strong commitment to community service and leadership. Throughout her career, she has emphasized the importance of lifelong learning, collaborative leadership, and meaningful relationship-building.
Jolene is from Iskut, British Columbia, and proudly belongs to the Etheni family of the Raven Clan. She is the daughter of Hilda and Joe Louie and the proud mother of her son, Joseph Hawkins.
Director
Appointed in January 2025, Tina Etzerza brings nearly 30 years of leadership in education and community service to the TNDC Board. She has served School District No. 87 for 28 years and is currently the Manager of Payroll and Human Resources, overseeing payroll, staffing, and labour relations in accordance with local Collective Agreements. She is deeply committed to building a legacy for future generations.
Since 2014, Tina has represented Dease Lake on the Regional District of Kitimat-Stikine and the Northwest Regional Hospital District. She also serves on the Northwest Resource Benefits Alliance, which recently secured a landmark $250 million agreement with the Province of B.C. to retain regional economic benefits.
During the COVID-19 pandemic, Tina served as the Emergency Management Coordinator for Dease Lake, collaborating with counterparts in Iskut and Telegraph Creek to create a comprehensive Tahltan Emergency Management Plan.
She holds a Business Administration – Accounting Diploma with Honours from Coast Mountain College and is completing a Bachelor of Commerce in Entrepreneurial Management at Royal Roads University.
A member of the Thud ga family and Tseskiye clan, Tina was raised at 40 Mile Flats. She is the daughter of Mark and Gay Frocklage and granddaughter of Bud and Doris Simpson.
Director
Samuel Burger was appointed to the TNDC Board of Directors in 2025. He brings strong financial expertise and a deep commitment to advancing Indigenous financial capacity and governance.
Samuel currently serves as Finance Coordinator with the Kwadacha Nation, overseeing accounts payable and receivable, along with vendor and customer account management. His previous roles with BHL CPAs and MNP included supporting First Nations across British Columbia in preparing audits and tax filings.
He is in his third year of the Bachelor of Commerce program at the University of Northern British Columbia (UNBC), majoring in accounting, and is actively pursuing his Chartered Professional Accountant (CPA) designation.
In 2022, Samuel was selected to represent UNBC at JDC West—Western Canada’s largest undergraduate business competition—as a business strategy delegate. He also completed Basic Military Qualification with the 3rd Canadian Division Training Centre in Wainwright, Alberta.
Grounded in traditional values, Samuel has a lifelong connection to hunting, fishing, and harvesting in Tahltan Territory. He is committed to supporting self-determined Indigenous governance through his work and board service.
Samuel is Tahltan on his father’s side, through his grandparents Collette Quock and Sam Burger, and great-grandparents Charles and Peggy Quock. His father is Clayton Burger. On his mother’s side, he is Nisga’a and Cree—his mother is Lori Burger.
General Manager, Construction
As General Manager, Construction Taylor oversees TNDC’s day-to-day operations leading the Heavy Construction, Aggregates, Aviation, Estimating & Pre-Construction, Fleet Management, and Regional Operations. He is responsible for ensuring projects are completed on time, within budget, with health, safety and environment compliance, quality, and operational excellence.
A people focussed leader with strong business acumen, integrity and a commitment to deliver exceptional business results, Taylor has almost 20 years of diverse leadership experience. His knowledge spans heavy construction operations, estimating and business development, quality systems, labour relations, and health and safety.
Taylor joined TNDC in May 2023 as Pre-Construction / Estimating Manager. Prior to TNDC over a 15+ year period Taylor held progressively more senior leadership roles with Pitt Meadows Plumbing & Mechanical Systems, Carlson Construction Group, and Brymark Installations Group. Taylor was responsible for building divisions, leading large-scale industrial projects, and implementing continuous improvement initiatives
Taylor holds a Project Management Professional (PMP) designation and a Business Administration Associate Certificate from British Columbia Institute of Technology. He is also working towards a Master of Business Administration at Simon Fraser University. Taylor has completed numerous training and professional development courses in leadership, health and safety, and diversity, equity, and inclusion.
He is also an active volunteer with several community organizations giving back time and fundraising for health and wellness initiatives.
Vice President Human Resources
As Vice President Human Resources, Gary leads all facets of TNDC’s Human Resources, implementing innovative HR strategies and organizational development aligning with TNDC’s mission, values and strategic priorities.
Gary is a dynamic and results-driven human resources and operations leader with over 20 years of experience across Indigenous business, construction, forestry and healthcare, transforming organizations, leading large-scale operations, and fostering talent development. Gary brings expertise in strategic alignment, performance optimization, and creation of inclusive, high-performance workplace cultures.
Most recently, Gary was Executive Vice President, Human Resources and Operations at Nch’ḵay̓ Development Corporation, the economic development arm of the Squamish Nation. Prior to that Gary was Director, Human Resources with JJM Construction Ltd., in heavy civil and marine construction. Previously, he was Vice President Human Resources, with Paper Excellence, in pulp and paper, and Vice President Human Resources and Organizational Development with Baptist Housing, a BC Health Care Provider.
Gary holds a Master of Business Administration from Royal Roads University, and Honours Degree in HR Development and Bachelor of Arts Degree, both from the University of Johannesburg. He also holds Chartered Professional in HR and Society of HR Management, Senior Certified Professional designations.
Director
Edward Van Mierlo was appointed to TNDC’s Board of Directors at the end of 2022. He has almost 30 years of experience in general management and camp services management. Edward is Economic Development Officer with the Tahltan Band. He was previously General Manager of the Dease Lake Super A grocery store for five years and had an 18-year+ management career with TNDC, serving as its Vice President of Operations and Chief Operations Officer for its camp services division.
Prior to TNDC, Edward worked as Chef/Manager on the Shell Klappan exploration project. Edward holds a number of certificates and designations, including Computerized Business Administration and professional food services. Edward has resided in Dease Lake for more than two decades and is a Tahltan Associate through his marriage to Tina Quock from the Quock family.
Director
Dawn (DJ) Loverin was appointed to the TNDC Board in January 2024. With a career spanning more than 30 years, and a passion for mentoring the next generation, DJ is a Tahltan trail blazer.
DJ is the road maintenance supervisor for Skeena Gold and Silver. Previously, she worked for Newmont at the Red Chris mine as a Heavy Equipment Operator.
She also worked for TNDC for approximately 30 years in various roles, including secondment to Newcrest Mining (former Red Chris operator) as a NewSafe Coach, and Shift Boss on TNDC’s Tailings Impoundment Area project team. DJ was TNDC’s first female Construction Supervisor; her early career as an Equipment Operator has pioneered a path for future female operators.
DJ holds Shiftboss Certification from BC Mines and Level 3 First Aid.
She holds a strong connection to her Indigenous heritage, loves her Tahltan people, and leads with love, truth, faith and hope. Her grandmother is from the Tahltan Carlick family and grandfather is from the Tlingit Taku Jack family. She is from the wolf clan. Her grandmother called her Cah Dehda Caudanik, which means a woman who talks a lot but tells a true story.

Director of Human Resources
Joey-Lee is an Indigenous human resource leadership professional with more than 15 years of experience working with non-profits, Indigenous governments, Indigenous education, and the construction industry. She has successfully built teams and structured the HR departments of agencies and organizations, developing processes and policies to align with the vision and mission.
As Director of HR, Joey-Lee leads the TNDC HR team in achieving the corporate strategies for the department, including recruitment and retention, performance management, safety, employee training and development.
Prior to TNDC, Joey-Lee served as Human Resources Director with E4C and held Director of Human Resources & Corporate Services and Human Resources Manager & Corporate Administration with Metis Nation of Alberta. She was also Director of Human Resources and Staff Development for Rupertsland Institute Alumni and Human Resources Manager for Legacy Automotive Group.
Joey-Lee holds a Certified Human Resources Professional (CHRP) designation, is a Society for Human Resources Management Senior Certified Professional (SHRM-SCP), and obtained a Master of Business Administration (MBA) from University of Phoenix.
She also serves on the board of ChillHR, a professional association for the HR sector and has been an Elected Representative for the New Dawn Métis Women’s Society. As a Métis person, she has published her HR perspective in the CPHR magazine.
Director of Health, Safety and Environment
With 20 years of experience in brownfield and greenfield construction working within various industries (mining, oil & gas, and energy) on projects across Canada, Jennifer is an accomplished safety professional experienced in developing and implementing programs, leading teams, cultivating strong safety cultures and working with First Nation communities.
As Director of Health, Safety and Environment, Jennifer is responsible for developing, implementing and maintaining comprehensive health, safety and environmental programs to ensure the well-being of employees, protection of the environment, and compliance with all regulatory requirements. She fosters a culture of safety, compliance and continuous improvement, integrating HSE considerations into business planning and decision making, ensuring the successful maintenance of TNDC’s Certificate of Recognition, and ensuring TNDC’s HSE programs reflect Tahltan values.
A seasoned manager with a strong commitment to safety, sustainability and community engagement, Jennifer’s knowledge spans project management, certification audits (ISO, COR), incident investigation, contract management, mining, manufacturing, exploration, and construction.
Jennifer holds a diploma in Occupational Health, Safety and Environment from the University of Victoria and a Bachelor of Arts in Criminology from Saint Mary’s University. She is a Canadian Registered Safety Professional and member of the Canadian Society of Safety Engineering.
Senior Advisor (Treaty Creek Limited Partnership)
Jamie is a Civil Engineering Technologist and holds a Certificate in Business Administration. He has been providing project and construction management services for mining, civil, environmental and building projects for more than 30 years. Jamie has been serving as an Advisor to TNDC since 2022. He served on the TNDC Board of Directors from 2014 to 2022, including in Vice Chair and Chair positions, and served as TNDC’s Managing Director from 2021-2022.

Chief Financial Officer
Anna-May is a financial executive and business leader with more than 15 years of professional experience in financial management, business leadership and corporate strategy, in private, public and government practice within large scale financial environments.
As Chief Financial Officer, Anna-May is responsible for planning, implementing, managing and reporting on TNDC’s financial activities, including financial budgeting, forecasting, and management, and leading the finance and accounting team.
Prior to TNDC, Anna-May spent several years in financial management and leadership positions, most recently with the Government of Northwest Territories as Executive Director. She previously served as Chief Financial Officer with Det’on Cho Management LP and Controller and Financial Planning Manager with Northwest Territories Housing Corporation.
Her extensive experience has fostered a vast understanding of working in the Northern environment and within the Indigenous businesses space. She has earned a reputation for building bridges and fostering effective relationships with all levels of stakeholders.
Embracing a strong commitment to life-long learning and education, Anna-May is a Chartered Professional Accountant, Chartered Accountant and Certified Fraud Examiner. She holds a Bachelor of Business Administration and Master of Business Administration.
She served as Vice-Chair of Chartered Professional Accountant of the Northwest Territories/Nunavut Governing Board and received the Early Achievement Award from Chartered Professional Accountants of the Northwest Territories/Nunavut.
Executive Vice President, External Relations and Strategy
Rob is an accomplished Indigenous economist and is a member of the Tahltan Nation. Since 2009, he has negotiated over $3 billion worth of agreements on behalf of First Nations clients. The agreements Rob negotiates set the standards in the areas of socio-cultural strategy, impact benefits, environmental oversight, and co-management of major resource projects. His career experience includes working for the Province of British Columbia as a Director of Research and Senior Economist and teaching Economics at Camosun College. Along with his extensive experience, Rob has an Undergraduate Degree in Economics from Queen’s University and a Master of Economics from the University of Victoria.
Vice President Partnerships
As Vice President Partnerships, Calvin is responsible for creating, managing and stewarding impactful partnerships, growing TNDC’s revenues, and maximizing economic opportunities for the Tahltan Nation through employment and contracting opportunities.
Calvin a highly driven and results-focussed executive leader, with more than 15 years of experience working within First Nations organizations. As a proud member of the Tahltan Nation, Calvin’s dedication to Tahltan economic prosperity is deeply rooted. Prior roles as Chief Administrative Officer with Tahltan Central Government and Economic Development Officer for Kitselas First Nation and Iskut Band informs his leadership.
Calvin embraces a strong commitment to corporate service. He currently serves on the Community Futures BC Board of Directors and is chair of the Community Futures 16/37 Board of Directors. Past appointments include chair of the Northern Business Development Society board and 11 years on the TNDC Board of Directors, including seven years as chair.
Calvin holds a Master of Business Administration in Executive Management and Bachelor of Commerce in Entrepreneurial Management, both from Royal Roads University.
Calvin is Tahltan from the Crow Clan and Carlick family.

His early career focussed on human resources, labour and employee relations.
He holds a Master of Business Administration (MBA) Masters Business Administration – Executive Management from Royal Roads University. Todd is one of only a handful who have received the designation of Fellowship – as a Certified Human Resources Professional (FCPHR). He has additional training in Indigenous relations, governance, leadership, labour and employment law, and workforce management.
Committed to public service, Todd has served on several boards, including chair of the CPHR Board of Directors and its Appeals Committee, chair of Petroleum Services Association of Canada, and Director Employment Placement and Support Services.
Chair
Riannon is serving her second tenure as a director on TNDC’s board and assumed the Chair position in July 2024. She previously served from 2014 to 2020, including Vice-Chair from 2018 to 2020 and Chair from 2020 to March 2021.
Riannon is a natural resources environmental sciences and management professional with extensive experience leading community engagement, conducting environmental studies and ensuring Indigenous knowledge is reflected in resource development projects.
As Indigenous Relations Advisor with Stantec Ltd. Consulting, Riannon assists in planning, management, assessment and mitigation services to private sector resource developers, all levels of government, non-governmental groups, and Indigenous groups. She previously worked as an Environmental Scientist with Stantec.
Her career has included Field Technician with Tahltan Fisheries, Lands Manager with the Tahltan Central Government, Environmental Technician with Galore Creek Mining Corporation, and Environmental Monitor with Rescan Tahltan Environmental Consultants.
Riannon holds a Bachelor of Arts within the Ecosystems and Science Management Program, major in Environmental Studies and minor in Geomorphology, from the University of Northern British Columbia. She has also completed the Aboriginal Business Management Program from through UBC – Sauder School of Business and Ch’nook Indigenous Business Education.

He has led operations, sales, marketing, human resources and safety in diverse public, private and unionized organizations, across heavy civil construction, mine development, oil and gas, industrial health, safety and environment, and health.
Todd has garnered a reputation of guiding organizations through periods of transition, change in ownership, rapid growth, mergers and acquisitions as well as Indigenous partnership and engagement. Of proud Métis heritage, Todd is passionate about creating value for clients, partners and communities, building local capacity and growing talent, while ensuring excellence in quality, safety and sustainability.
Most recently, Todd was Director, Corporate Services with Morgan Group of Companies, a privately held heavy civil construction, mine development and environmental services company.
